Dear Brothers and Sisters,
This Memorandum pertains to the ongoing inquiries for membership of the NESAPh - San Pedro Calungsod Chapter.
1. Superseding Provisions. All provisions of the National Eagle Scouts Association of the Philippines Constitution and By-Laws (NESAPH - CBL), as revised earlier 2022, supersedes all provisions of this Memoranda.
2. General Policy. Pursuant to Article II, Sections 1 and 2 of the NESAPh-CBL, the San Pedro Calungsod Chapter affirms the voluntary, non-political, non-sectarian, and non-profit nature of NESAPh. Therefore, it also affirms the fundamental principles of Scouting.
Furthermore, the Chapter affirms that the duty of an Eagle Scout is perennial. It does not end after the Court of Honor, nor is limited to the realms of Scouting. The manifestation of one's identity as an Eagle Scout is evident in the person's academic, professional, personal, and communal life. The Chapter, therefore, adopts the responsibility of contributing to the well-being, and personal development of its members while also exercising its duty to the Community.
3. Qualifications for Membership. Pursuant to Article V, Sections 1-3 of the NESAPh-CBL, the Chapter only accepts "Filipinos ... who have successfully earned the Eagle Scout Rank in the Boy Scouts of the Philippines or equivalent highest rank in equivalent sections or programs in other National Scouting Organizations under the umbrella of the World Organization of the Scout Movement."
Building from this premises, the Chapter accepts membership from Cebuano Eagle/Rizal/Scout Citizen Scouts, Scout Leaders, or Scouting Alumni who are either professionally-based in Cebu, matriculated in any educational institution in Cebu, or a member of any community-based Scouting unit in Cebu, or a duly-registered Council Member at Large (CMAL).
4. Nomination Process. Following the National-set membership policy of nomination or invitation from bona fide members (Art. 5, Section 3), the chapter shall adopt a nomination-only policy. Contextualizing this to the needs of the Chapter, the following nomination process is outlined:
A Nominee who is already qualified based on National-set criteria is nominated by a bona fide member of the Chapter. Nominators must exercise due diligence in verifying the character of the nominee.
The nominator, by all reasonable means at his/her disposal, communicates his intention to the Chapter Membership Committee Chairman.
The Membership Committee Chairman verifies the nomination and consults the Chapter Officers and Advisers. If the nominee is deemed acceptable as an addition the Chapter, the Committee Chairman notifies the Nominee through a Letter of Invitation sent via email.
Nominees who accept the Letter of Invitation are put in an Aspirancy Formation. The Apsirancy Formation phase is to allow the Chapter members to be acquainted with the nominees and for aspirants to bond as a family. During the Aspirancy Formation, aspirants are empowered to join Chapter meetings, projects, and gatherings while also being allowed to contribute to the Chapter's projects.
Nominees are evaluated by the Membership Committee and, if found to be worthy, are endorsed to the National Council for the Rites.
The Nominees accomplish and pay the membership dues to the National Council. The Chapter and the nominees organize the Acceptance Rites. Nominees, are then henceforth fully integrated into the Chapter.
5. Effectivity. This policy takes effect immediately upon publication on Chapter communication channels and its website.
